These words indicate that the set was made by Ragg, a company that manufactures tuning forks located in the United Kingdon. It was founded in Sheffield, England in 1841, and in 1927 they became the sole UK manufacturer of this kind of tools. The company is still active and the shop remains in Sheffield. Since 2012 it belongs to Uniplex (UK) Limited. This curious article was used to check the patients hearing level in the otolaryngologists office.
